  1. Call to Order

        Supervisor Dave Johnson called meeting to order at 7:00 pm

 

  1. Agenda

Treasurer Dick Toomey requested CTAS Version 8 be added to new business. Motion made to approve new agenda by D. Johnson, second by A. Johnson, passed 3-0

 

  1. Minutes

The minutes from 8/12/2014 had been sent to all supervisors. A motion to dispense with the reading of the minutes and approve the minutes of the last regular meeting was made by D. Johnson, second by A. Johnson, passed 3-0.

 

  1. Treasurer’s Report (See details on attached reports)

        Motion to approve the treasurer’s report made by G. Scherzer, second by A. Johnson, passed 3-0.

  1. Old Business
    1. Search for Clerk – Laurie Wilson has consented to serve as township clerk starting Jan 2015. She will be a write-in candidate in the upcoming election.

B.      LaPrairie share of road projects – letters were sent Aug 18th and Sept 29th with no response. Their share of the graveling is $4,946.76 and mowing $95.00, 19% of total roads. If no response by next meeting in December other means of contact will be used.

C.      Stockpile of Sand for Big Hill – Greg Scherzer responded that it is all set and he will be in charge of project.

D.      Snow fence on Big Hill – Greg Scherzer reported approximately 150 feet of orange snow fence and 31 posts would be needed, a total of approximately $240.00 plus labor. Jesse and Charis Cox gave permission to cross their property to place the fence in shallow water after freeze up. Greg agreed to install it with help from Ardell Johnson.  D. Johnson made a motion to authorize Greg to purchase and install snow fence when conditions were right, second by A. Johnson, passed 3-0.

E.        Roger Houglum driveway issue from 8-12-2014 – Greg Scherzer talked with Roger and he plans to put a small berm across his driveway to deflect water from running off of Seaberg Lane down his driveway. This has been an ongoing problem. As long as it is placed at or beyond the tree line where the township’s jurisdiction ends the township has no objection. Greg will call Roger and give him the township’s opinion.

 

 

  1. New Business
    1. Discussion of Shoreline Trail road issues – David Johnson explained he has had many calls concerning the damage being done to the intersection of Big Hill Road and Shoreline Trail. A letter was sent six weeks ago inviting all residents on Shoreline Trail to the board meeting to air their concerns on the issue. Bob VonHagen expressed his concerns about the reckless use and excessive speeds used by Rex Kemmer as he drives his ATV and four-wheel drive pickup up and down the road, causing damage to and deep ruts in both the roadway and the roadway approach from Big Hill Road. He stated he had observed many incidents of such events.  Ron Crabtree also stated observation of many instances of this behavior and stated his wife was fearful of driving and walking along the road. Jesse Cox stated the same concerns and Charis Cox mentioned she fears for their grandchildren’s safety when they are visiting and is worried someone is going to be injured.  During the discussion, Jesse Cox asked if the board was aware Rex Kemmer was taping the discussion. David Johnson expressed his displeasure that this fact was not stated when the discussion was started as it would be a point of courtesy to do so.  James Teigland, attorney for Rex Kemmer explained that Rex had chosen not to speak at the meeting but was allowing his attorney to speak on his behalf. He explained that Rex felt the road’s relative newness made it soft and he was doing no intentional damage to it. He stated that Rex was an outdoorsman, loved to hunt and fish and ride his ATV. He also stated that Rex felt the approach sightline was limited and dangerous as he exited Shoreline Trail unto Big Hill Road, necessitating driving on the extreme edge of the road as a safety measure. It was noted that the approach had been recently repaired with the intent to restore it to its original condition when it was built two years ago. The supervisors had not yet had time to inspect it but if it met their approval orange cones would be placed to encourage drivers to stay within the roadbed confines. It was also stated that the township has no jurisdiction over the private road except for the approach but did have the authority to bill for damage done to that approach and Big Hill Road. Ron Crabtree stated that he hoped they could all return to being friends and neighbors and this behavior would just stop. When asked if he had any response Rex Kemmer deferred to his attorney. Township supervisors also stated hopes this matter would be closed.
    2. Certify property tax levy for 2015 - $4000 – This amount was set at the Township Meeting in March. A motion was made by D. Johnson to authorize a $4000 property tax levy for 2015, second by G. Scherzer, passed 3-0
    3. Meeting dates for 2015 – dates were discussed, matter to be finalized at Dec meeting
    4. Appoint Board of Canvas – Supervisors D. Johnson, A. Johnson and G. Scherzer were appointed to the Board of Canvas, which shall meet on Nov. 10th at 1:00 pm at Dave Johnson’s.
    5. Township road certification of 8.5 miles was signed.
    6. CTAS Version 8 – Dick Toomey attended training on this new version of accounting software to be adapted by townships. The new version was not much different. The training was held in Callaway MN and was well attended, approximately 60-70 people were present both morning and afternoon sessions. It was decided to get the kinks out of the software before installing it in 2015.

    1. Memorandum from County Highway Dept about brushing tree branches on Seaberg, which was done last year.

    1. Election notice from county auditor was received.
    2. Board of Canvas meets between Nov 7 and Nov 14, see D. above, will meet on Nov 10
    3. File Campaign Financial Report Certification – will be filed after the election
    4. Certificates of Election must be filed before candidates can take office. Will be issued between Nov 17-24
