Regular Town Board Meeting of

LONG LOST LAKE TOWNSHIP

October 13, 2009

                                               

Present:  Dave Johnson, Supervisor -- Greg Scherzer, Supervisor -- Ardell Johnson, Supervisor, -- Dick Toomey, Treasurer -- Marv Mortenson, Clerk

 

1.  Meeting was called to order by Supervisor Dave Johnson at 7:00 PM.

 

2.  Additions to the agenda were called for:

                -Old Business – Spraying update – requested by D. Johnson

                -New Business – Next year’s road projects – requested by D. Johnson

      Motion to approve the agenda made by A.  Johnson, second D. Johnson – passed 3-0

 

3.  Reading of the Minutes

Motion to dispense with the reading of the minutes and to approve the minutes of the last regular meeting as written. Motion by          Scherzer, second by A. Johnson – passed 3 -0

               

4. Treasurer report:             

                -- Cash Balance of              $16,082.46

                -- Invested Balance of        $43,526.78

                -- Total Balance of              $59,609.24

Motion to approve Treasurer’s report by, Scherzer second by D. Johnson– passed 3-0

 

5. Claims for payment:

--$1000.00      Clearwater County Highway Dept.          

Motion to approve payment of claims by Scherzer, second by A. Johnson – passed 3-0

 

6. Old Business:

A.          Road  project update: 

1.        Chimney RD/McKenzie – ditch work was done and class 5 spread.  A. Johnson will see that gravel also gets placed in the water hole on the south side of the road.

2.         McKenzie my Rambo’s drive – grader widened the road bed and ditched and class 5 was spread on the outside lane.  A. Johnson will see that gravel also gets placed on the inside lane.

3.        South of Ecton LN on McKenzie – ditching was done and class 5 spread.  G. Scherzer will put down erosion cloth and grass seed.    

 Motion to complete those projects as described made by D. Johnson, second by A. Johnson – Passed 3-0

       B.  Scherzer met with the state DOT road engineer and reported the following:  The DOT will not do a   Speed Limit Study on gravel roads.  A lowering of the speed limit from the standard 55 MPH on township roads cannot be done without a Speed Study.  Therefore it leaves the town board with the option of posting advisory speed signs.  Advisory signs are in place.

 

        C.  Johnson reports he visited with Jim Gubbelles of the DNR concerning the placement of state off road regulations.  Mr. Gubbelles was unaware that McKenzie and Chimney RD where township roads.  He agreed to move the signs further from the road edge.  The signs have been moved.

 

        D. We have not received a formal response to our letter of Aug. 13 requesting changes to the designated snowmobile trail on township roads. However, the trail markers and signs have been removed and signs reading “Snowmobile Trail Closed” have been installed.  A letter of thanks will be sent.

 

        E.  Johnson contacted Mr. Hetland concerning full spraying vs. spot spraying. Mr. Hetland said this is a judgment call by the operator.  When asked about why the trail and road intersections or areas a little further from the edge of the road was not sprayed as we asked, he said he forgot to tell the operator.  He offered to come back in the spring to do those areas.  D. Johnson will follow up.

 

7.  New Business:

A.  Supervisors want the same number of meetings scheduled for 2010 that were held in 2009. The clerk will prepare a calendar schedule for the board approval at the December meeting

 

B. A review of the Administrative Policy concerning Meeting Times and Locations and how votes are recorded in the minutes was discussed.  There is agreement that these areas need change.  D. Johnson will prepare a resolution on these two issues for review and adoption at the December meeting.

 

C. Mr. Allen Paulson, county auditor, was asked to study the possibility of having townships of Itasca, Long Lost Lake and Unorganized organized as a combined polling place rather than a shared polling place for future elections. Our hope is that this would allow us to have 4 election judges rather than 8 as we have been using.

 

D.  Next year’s road projects:

We reviewed the items that are presently on the list and discussed concerns with down trees in the ditches and other trees to close to the road edge.  Roger Hoglum has concerns with runoff from the township road down his drive way causing wash outs.  This will be looked at next spring.

 

E.  Received correspondence from MAT informing us that there will be six categories for determining insurance cost in the future.  The county highway dept. sent out there annual road verification.  The County Assoc. of Townships agenda is out and the meeting will be Oct. 27th at 7:00 in Bagley.

 

8. NEXT BOARD MEETING: December 8th, Agenda Items.

A. Approval of Board Meeting Calendar

B. MAT Insurance Premium should be due

C. The annual noxious weed report should be out

D.  Discuss place to hold the annual meeting

E. Set time and date of sign reflectivity screening
