LONG LOST LAKE TOWNSHIP

August 12, 2014

 

 

Present: Dave Johnson, Supervisor - Ardell Johnson, Supervisor - Greg Scherzer, Supervisor - Dick Toomey, Treasurer - Becky Bergerson, Deputy Clerk

Absent - Barb Von Hagen, Clerk

 

 

  1. Call to Order

        Supervisor Dave Johnson called meeting to order at 8:00 pm

 

  1. Agenda

Supervisor A. Johnson requested spotted knapweed be added to new business. Motion made to approve new agenda by D.            Johnson, second by A. Johnson, passed 3-0

 

  1. Minutes

The minutes from 6/10/14 were distributed. A motion to dispense with the reading of the minutes and approve the available minutes of the last regular meeting with changes was made by G. Scherzer, second by A. Johnson, passed 3-0.

 

  1. Treasurer’s Report (See details on attached reports)

        Cash Balance of      $33,917.80

         Investments of          28,338.66

                                         $62,256.46

        Motion to approve the treasurer’s report made by G. Scherzer, second by D.Johnson, passed 3-0.

 

  1. Claims for Payment (See details on attached reports)

        $        120.00 Minn Assoc. of Townships. – Walker summer short course for Toomey, Von Hagen at $60.00 each

                    71.12 Dick Toomey - Mileage to Walker and return 127 miles @ $0.56=71.12

                  625.00 Clearwater Highway Department  - grading 6-3-2014

                1,200.00 Bellefy Brushing – removal of dead and down trees on right of way

                    26.25 Farmers Publishing Company – election notice

             24,835.60 Voight Dirt Service LLC – Gravel all township roads and blading 

        $   26,877.97     

Motion to approve claims for payment and addition of the Bellefy payment made by G. Scherzer, second by D.          Johnson, passed 3-0

 

  1. Old Business
    1. Tree removal from right of way –The removal was satisfactory but it is an ongoing job. There was a discussion on hiring someone to do it on a permanent basis as it was felt it was not the job of the town board to be doing tree removal.
    2. Road graveling – Results were discussed with differing opinions, some felt the road seemed much rougher with

        wash boarding on new areas, others were satisfied. It was hopeful needed rainfall would settle the problem.      

C.      LaPrairie share of costs of above projects – La Prairie township board has not communicated with LLL board on their share of the graveling or tree removing. Nineteen percent of the shared township roads are theirs (3.2 miles of 8.5 total miles of road) Their share of costs comes to about $5000. A motion was made to go ahead and send them a bill for their share by G. Scherzer, second by D. Johnson, passed 3-0.

D.      Sand for Big Hill – G. Scherzer agreed to again handle this by having sand stockpiled on his place for winter and spreading it on Big Hill during icy road conditions. A motion was made addressing this by D. Johnson, second A. Johnson, passed 3-0.

E.       Snow fence on Big Hill – The board was in agreement to go ahead with the project. G. Scherzer agree to contact Jesse Cox about placement of the snow fence and decide how much was needed

F.       Roadside mowing – Bellefy will do the mowing for $600, same as the county, if the board decides to it. After a brief discussion G. Scherzer made a motion to have A. Johnson authorize Bellefy to do the mowing for up to $600. Second by D. Johnson, motion passed 3-0 (Clerk’s note – mowing was done promptly on Aug 15)

G.      Roger Houglum driveway from Aug 2013 – Problem was again discussed and it was felt that a culvert would take care of the problem of drainage from Seaberg down said driveway. G. Scherzer offered to talk to R. Houglum and discus the possibilities. 

 

 

  1. New Business

A.    Resignation of clerk – Barb Von Hagen resigned immediately due to health problems. D. Johnson made a motion to accept her resignation, second G. Scherzer, passed 3-0. It is too late for any one to file for the position in the upcoming election. A motion was made by D. Johnson that the board chairman handle the clerk duties until the clerk position is filled, second G. Scherzer, passed 3-0.

B.    Election filing report – David Johnson has filed for 3rd Supervisor, Richard Toomey has filed for treasurer, no one has filed for clerk.

    1. Election Judges – Ruth Johnson and Nancy Johnson have completed training and are certified election judges. A motion was made by D. Johnson to continue authorization of these judges into 2014, second by G. Scherzer, passed 3-0
    2. Report on Walker short course - Dick Toomey gave a short report on what was covered at the MN Assoc. of Townships training session in Walker. He had some handouts to share and brought up some of the topics discussed.
    3. Spotted Knapweed – this noxious weed is showing up again in small amounts along township roads. There will be no spraying this year, mowing will solve the problem along the road edges. Spraying is scheduled again in 2015.

 

  1. Other                                                                                                                                                                                    

A.    Power line noise – a complaint was filed with Clearwater Polk about power line noise interruption of AM radio     stations in the area.

B.      District 12 Meeting notice – Meeting will be held in Erskine on Aug 26 at 7:00.

C.      Missing treasurer reports – treasurer’s handouts are missing from the 2-11-2014 and 4-8-2014. Treasure R. Toomey has the information; a note will be added to the clerk’s book to see treasurer.

  1. Adjournment and Time

A motion was made to adjourn the meeting was made by D. Johnson, second A. Johnson, passed 3-0. Meeting was   adjourned at 9:45 pm.
